not so good experience with DHL

Recently I had a couple of packages delivered via DHL and although Tachikoma arrived without a hitch, my books from Amazon had a few complications. all was well and forgivable (since I was just all too happy about Tachikoma) until their consigned courier decided they didn’t want to deliver the package because it drizzled for an hour earlier this morning. I got fed up and sent them an email:
I would like to formally file a complaint to DHL Philippines. I had a package delivered from amazon.com via DHL. upon arriving in the Philippines your office contacted me and said I had to pay additional charges for my package to be delivered to my home. and even though I know I’ve already paid for shipping via Amazon I conceeded to pay the extra charge to have it delivered today. however this afternoon we recieved a call saying they could not deliver the package because of the little DRIZZLING rain.
I believe that DHL has made a good name for itself and my experience may have been a one-time incident. however I do believe I have an obligation to call it to your attention so as to make sure this would not happen again to your other clients as well as to myself.
by the way if anyone was wondering, the value of the items in the package was a little under $300usd, DHL charged me over $100usd, and when it arrived I was told I had to pay another $117usd for tax, duties, handling and local delivery.
